What a good M&E framework contains

A checklist for institutions preparing or reviewing a monitoring and evaluation framework.

A monitoring and evaluation framework explains how an institution will know whether it is achieving what it set out to do. The best ones are short enough to be used and complete enough to be trusted.

The essential elements

  1. The results chain or theory of change — how activities are expected to lead to outputs, outcomes and impact, with the assumptions made explicit.
  2. A results framework — objectives, indicators, baselines, targets and means of verification.
  3. Indicator reference sheets — definitions, calculation, disaggregation, data source, frequency and responsibility for each indicator.
  4. Data collection and management — tools, flows, storage and data quality assurance.
  5. Reporting and use — who reports what to whom, when, and how findings feed decisions.
  6. Evaluation plan — which evaluations will be done, when, and the questions they will answer.
  7. Learning and adaptation — review meetings, learning agendas and how corrective actions are tracked.
  8. Roles, capacity and budget — the people, skills and resources the framework needs.

When these pieces align with the strategic plan and the annual operating plan, M&E stops being a reporting burden and becomes a management tool.
