Leadership and team

Herbert leads Maxie Consult’s strategic vision and technical quality. He brings more than fourteen years of experience across government, development practice, corporate management, financial services and digital innovation, with deep expertise in public- and private-sector reform, performance management and the design of monitoring and evaluation systems.

He has supported national institutions in aligning development plans with results frameworks and has overseen high-level performance assessments. He is a member of the Project Management Institute (PMI Tanzania Chapter) and the Tanzania Evaluation Association (TanEA).

Ruth ensures the firm’s internal systems are compliant, agile and people-centred. She oversees human resource development, institutional compliance and talent management, and plays a central role in building a high-performance culture that values ethics, collaboration and learning.

Gideon supports the design and implementation of M&E frameworks across client projects. His expertise includes indicator development, baseline assessments, performance reporting and digital M&E systems, keeping the firm’s advisory work data-driven, adaptive and results-oriented.

Amina brings expertise in financial planning, risk assessment and economic modelling. She supports financially sound project designs, cost-effectiveness analyses and budgeting for complex institutional reforms, making sure client interventions are both fiscally responsible and aligned with development priorities.

Rajabu coordinates the firm’s outreach, client engagement and operational delivery. He oversees workflow systems, strategic communications and stakeholder relations so that the firm remains responsive, efficient and impact-driven.
